HOBSONS Bay Council has started a web poll to assess the State Government's proposal to give councils the power to destroy unregistered restricted-breed dogs without giving owners the right to appeal.
The council poll asks residents: "Do you think dangerous dogs should be put to sleep?".
Premier John Brumby is considering strengthening legislation after a pit bull terrier killed another dog and mauled a man's arm in Reservoir last week.
Seventy-one dog attacks have been reported in Hobsons Bay this year.
There are 15 registered restricted-breed dogs (American pit bulls) and 17 dogs declared as dangerous: nine rottweilers, four dobermanns, two German shepherds, one bull terrier cross and one mastiff cross.
Of the 17, 13 are declared dangerous because they are used as guard dogs and the other four have been involved in dog attacks.
One German shepherd injured another dog in Altona last February and the second German shepherd injured a dog in Williamstown in 2006.
A rottweiler injured another dog in Altona Meadows last November and a bull terrier cross injured a dog in Altona in August 2004.
There have been other incidents where people were attacked and animals killed, but in each case the owner agreed to have their animal put down.
Owners of both dangerous and restricted-breed dogs must agree to special obligations to ensure their dogs do not attack members of the public.
