Suspense: No idea of when house will go

28 Jul, 2010 01:00 AM
TO be told you are losing your house is traumatic enough. To be told you could lose you house, and be left with no idea when, is arguably worse.

Just ask the pocket of residents on and close to Hyde Street in Yarraville.

A little over two weeks ago, residents opened letters from VicRoads letting them know that their homes, 21 in total, would be wholly or partially acquired to make way for the state government's $380million truck action plan.

As part of the plan, Hyde, Whitehall and Moreland streets will be widened and new on-off ramps will connect Hyde Street and the West Gate Freeway.

The residents have known about the plan for more than 18 months and are largely supportive of a community campaign to rid Francis Street and other residential streets of large volumes of truck traffic.

But they were shocked to learn, when the route was revealed by the state government on July 12, that most of that traffic will be on their doorstep when Francis Street is off limits and Hyde Street is the access to Yarraville and the port. They have been struggling to get clarity on what will eventually happen to their homes.

On Monday, a number of residents gathered to swap notes. Some had seen two maps, some only one. Some had received visits from planning department staff, others phone contact only.

Kerrin Morcom has lived in the same Hyde Street home for 50 years. Her parents lived there, too. "We just want to know what the plans really are. We can't move, we can't do anything."

Rick Orterga had his Vockler Street home, close to Hyde Street, on the market. Now he's not sure what he should do. He knows all too well the government has funded the truck project.

"We're all stuck. We can't sell and we can't move away," he said.

Around the corner on Hyde Street, Steve Beehag and his wife were busy renovating to accommodate a growing family after the birth of their son six months ago. "We want to do more but don't know what's going on," Steve said.

The uncertainty could be dragged out longer because the project has received only $20million funding so far.

At a media briefing following announcement of the route, Roads and Ports Minister Tim Pallas said the government was committed to the project.

A statement from Truck Action Plan (TAP) project director Rob Gilpin said no further drawings had been released since July 12, but as design work progressed more detailed maps and concept drawings would be made available. "There has been extensive consultation on the route options considered for the TAP," Mr Gilpin said. "The preferred route option has not come as a surprise to the majority of the property owners. Potential acquisition is dependent on the individual circumstances of each owner, while the timing is dependent on those circumstances."

Mr Gilpin said residents "appreciated" direct contact from VicRoads staff when they door-knocked affected residences. "With the preferred route plans now released, the process for the required changes to the local planning schemes will begin. This process will provide a further opportunity for participation in the formal planning scheme approvals process via the planning approvals authority."
