ST Vincent de Paul Society has been inundated with calls for help from Hobsons Bay residents struggling to cope with daily life.
Altona regional council president Kay Middleton said families in Laverton, Altona Meadows and Altona North were worst hit.
"In the past, they primarily requested food, but of late they have asked for help to pay utilities, rent and medication, as well food vouchers," Ms Middleton said.
Calls from Hobsons Bay people seeking help had reached about 400 a month this year compared with 300 a month last year, she said.
"It's getting worse. Most of the people we visit are single families, single people with mental issues, and unemployed people, which is becoming a bigger issue.
"We will continue to support families by giving them information on utility grants, rent assistance and other resources available to them in the area."
Common problems include paying rent and unexpected bills.
"Rent is an issue. Their income is limited and usually set - there is no room for extra bills or emergencies."
Ms Middleton said a lack of public housing was also an issue.
"We recently came across a mother and two children living in one room in a rooming house.
"After working with her, we were able to find alternative accommodation as well as setting them up with all the necessary furniture.
"More public housing is urgently needed.
"Even though things are being done to address that, it is a long process because waiting lists are so long."
Ms Middleton said volunteers did a fantastic job to help those in need, but they found it difficult to deal with some cases.
"Our members find it stressful, particularly when they visit a rooming house and find a family living in one room.
"You can imagine how they must feel, not being able to see an end to their situation. It's very sad."
Hobsons Bay Council recently set up a 12-month "food security" project to improve co-ordination among emergency relief agencies and the distribution of emergency food within the municipality.
