Council, quarry dust-up on roads

THERE'S no debate that dust levels at the Brooklyn industrial site need to be fixed. There is also no debate that if the dirt roads were covered, a lot of the dust would be eliminated.

What's yet to be decided is how exactly these roads should be fixed.

The Environmental Protection Authority recently revealed that dust particles in the area exceeded acceptable levels on 13 days out of 100.

Bunting and Jones roads are the two main thoroughfares through the estate, and both are made from crushed rock, contributing to the high levels of dust.

Highfield Quarries director Tom Buxton said his company was prepared to seal Bunting Road at its own cost.

"We have offered to do it at a cost of $50,000. We are still happy to do that. But then we receive a note from Brimbank Council saying 'no, it's our road and up to us to maintain it'."

A report presented at last Tuesday night's council meeting suggested the council would need to look into a special charge scheme, where businesses and landowners would contribute to the cost of building bitumen roads.

"The necessary statutory process is likely to take three years with a cost of between $9-$10 million," the report said.

The council instead decided to approach the EPA to help build a case to the State Government for special funding to try to get the project completed quicker.

"Considering the time taken to prepare and undertake a special charge scheme, it may be prudent for the council and the EPA to make an application to the State Government for special funding as a 'whole-of-government' response, which would allow construction to commence in the next 12 months."

However, Mr Buxton is keen to meet the council to discuss his plan.

"I have been told I will have a meeting with the council next week. We are still happy to pay to seal the road."
